Matthew Walsh is the Chief Engineer for the NSF Florida Semiconductor Engine, where he recently joined in January 2025 for efforts developing technologies between large and small companies in the Specialized Advanced Packaging ecosystem. Prior to this assignment, he was Advanced Packaging Chief Engineer for the OSD Industrial Base Analysis and Sustainment (IBAS) Program Office for Industrial Base Policy. He was the technical lead on the RESHAPE effort for on-shoring Advanced Packaging capabilities to the US. He also was the technical SME for other microelectronics projects within the OSD IBAS. Within the Navy, Matt was Advanced Radars Chief Engineer developing Advanced Packaging technologies for advanced radars, electronic warfare, and communication sensors. Matt has been in the electronics industry since 1988 with most of those years in industry developing IC packaging technologies, powertrain electronics, radar sensors and harsh environment electronics for automotive and commercial vehicles. He has 13 published papers, 8 patents and 4 defensive publications in the automotive world, and 5 patents with the Navy.
